    CIVA - JOB OFFER – MANAGING DIRECTOR

    The CIVA Public Utility Foundation is a centre for architecture, landscape architecture and the urban ecosystem. Through its collections and its scientific and cultural programmes, CIVA promotes architecture, urban planning, landscape architecture and the urban ecosystem in the Brussels-Capital Region.

    CIVA proposes a varied cultural offer (exhibitions, debates, conferences, book presentations, educational activities, workshops and guided tours, publications, etc.) for a diverse public (general public, children, schoolchildren, students, specialized public, etc.). It provides the public with a library, archives and documentation relating to architecture, landscape architecture, urban planning and the urban ecosystem as well as museum collections (models, drawings, furniture, design, the decorative arts, etc.).     CIVA will be integrated in the new cultural hub KANAL in the former Citroën building after the conversion of this building is completed in 2023 (www.kanal.brussels).

    Managed by a Board of Directors, CIVA employs 40 staff members. In the context of the implementation of a new organization chart, CIVA is simultaneously recruiting a Managing Director (MD) and an Artistic Director (AD).

    The MD is responsible for the general, financial and administrative management of CIVA. He/she is responsible for the smooth functioning of the institution, library and archives, as well as for communications, in close collaboration with the AD and the CIVA team.

    The AD is responsible for the scientific and cultural programme. In consultation with the MD and the CIVA team, he/she composes the programme, identifies and develops the profile of CIVA in the scientific and cultural landscape of architecture, landscape architecture and the urban ecosystem as well as its position at the local, national and international levels.

    The activities of CIVA and their financing by the Brussels-Capital Region are governed by a Management Contract for the period 2019–2023. This strategic tool identifies the following objectives:

    • The collection, management, perpetuation and provision to the public of archives, documentation, books and museum pieces as well as the enhancement of these collections;
    • Highlighting these materials and raising the awareness of the public;
    • Educating, documenting, informing and reflecting on the Brussels territory and its transformations and evolution;
    • The enhancement of architecture, urban planning, heritage, landscape, the urban ecosystem and culture in the Brussels-Capital Region;
    • Participation in KANAL’s ‘prefiguration’ programme;
    • Preparation of the scientific and cultural project as well as a management plan for CIVA for the period beginning with its physical integration in KANAL;
    • CIVA’s participation in the definition and implementation of KANAL’s architectural project and the preparation of the relocation of the collections, activities and staff to KANAL;
    • Developing and implementing a global strategy and a communication and marketing operational plan that is strong, direct, lively and innovative;
    • Implementing a human resources policy, harmonized and compatible with CIVA’s current and future functioning;
    • Providing a quality infrastructure for the public, activities and staff;
    • Ensuring exemplary administrative, budgetary and financial management that pays attention to sustainable development and equal opportunities.
       

    The Foundation is looking for a Managing Director (MD) with the following profile:

    The MD can put forward a convincing vision for the strategic and operational management of CIVA and its development in the context of CIVA’s integration in KANAL. Within the framework of a five-year Management Contract, he/she will undertake, in close collaboration with the Board of Directors and the AD, all necessary steps to ensure the proper functioning of CIVA for the benefit of all internal and external actors concerned.

    The MD will develop a vision for human resources management, financing (subsidies, sponsorship, own revenues, etc.) of CIVA’s activities and functioning, infrastructure and communication.

    In collaboration and in a spirit of synergy with KANAL’s Board of Directors, he/she will build bridges and contribute to a constructive and prosperous collaboration between the various operators and actors active in KANAL.

    Together with the Board of Directors and the AD, he/she will ensure the exemplary implementation of the management and operation of CIVA. He/she will guarantee the permanence of the actions carried out and the respect of the legal frameworks as well as of the rules set out by the Board of Directors. He/she will ultimately be responsible for the financial and administrative management of CIVA and - together with the AD – will be responsible for the day-to-day and operational management. He/she will ensure the financial balance for the overall functioning of CIVA and will assist the AD in managing the budgets allocated to the latter for scientific and cultural programme. He/she will feed and prepare, together with the AD, the strategic policy of the Board of Directors and will be in charge of the implementation of the decisions taken at this level. He/she will be responsible with the AD for the implementation of the new CIVA organization chart.

    The MD will implement the missions and activities identified in the Management Contract 2019-2023 and will be responsible, together with the Board of Directors, the AD and the CIVA team, for the preparation of the scientific and cultural programme in general and for the Management Contract 2024-2028 in particular.     The development of strategic partnerships with schools, other cultural and scientific institutions, public authorities, the private sector, etc. will be one of his/her core missions. He/she will be the CIVA’s legal representative abroad and – in consultation with the AD, he/she will be the CIVA’s spokesperson with regard to the public, stakeholders and the media.

    The MD will build a team spirit essential to ensure the harmonious and both socially and environmentally responsible management of CIVA. He/she will introduce management tools and innovative technologies to ensure efficient and transparent management.

     

    Knowledge and experience

    • A university degree or equivalent experience in an executive or managerial position;
    • Have already held a managerial/executive function for at least 5 years ; experience in a museum or cultural institution is an important asset;
    • Demonstrate skills and experience in the administrative and financial management of structures similar to the Foundation (non-profit organization, foundation, cultural institution, etc.), have a good knowledge of budget management and accounting as well as experience in fundraising, sponsorship, subsidies management and partnerships;
    • Be familiar with communication and (cultural) marketing;
    • With his/her leadership skills, the AD knows how to mobilize his/her teams around a vision and around the objectives to be achieved;
    • Present initiative capacities to adapt the organization to the objectives to be pursued and to encourage initiative and creativity among the teams;
    • Good management skills to set out and pursue his/her project with an independent mind;
    • Ability to manage projects and to organize activities and delegate the necessary skills and powers;
    • Have a good knowledge of Brussels and the Brussels (and Belgian) public institutions;
    • Ability to identify (financial, cultural, logistical, managerial, etc.) strategies and to translate them into operational actions;
    • A good knowledge of French and Dutch ; knowledge of English is an asset;
    • Mastery of the common IT tools (Word, Excel, email, etc.); knowledge of WINBOOKS is an asset;
    • Knowledge of and/or affinity with the city, architecture, landscape architecture, urban planning and/or the urban ecosystem constitute an important asset.

     

    Job description - responsibilities

    1. Missions linked to the archives, library, documentation and museum collections

    • Coordination of the physical integration of the collections (following the grouping of the collections as part of the merger of 6 associations) with a view to their management and accessibility to the public, in consultation with the AD and with the archivists and librarians;
    • Preparation and coordination of the relocation of the collections to KANAL by 2023;
    • Strategic and operational coordination of the management of CIVA buildings and depots;
    • Provide his/her expertise and vision in the development of a vision and strategy for the acquisition policy in general and for operational, logistical, financial and legal aspects in particular;
    • Coordination of the management of the archives, the library and the museum collections in consultation with the AD and in collaboration with the archivists and librarians;
    • Coordination of the management and access software for the collections, the collection management plan (consultations, reproductions, digitizations, restorations, public services, etc.), the disaster plan, the facility report, the infrastructure in relation to the collections (conservation conditions, equipment, etc.) in collaboration with the archivists and librarians;
    • Maximize access to the collections for purposes of research, training, heritage conservation and restoration and for the public;
    • Develop, together with the AD, a global strategy for partnerships (research and training, public authorities, cultural and scientific institutions, local/national/international associations such as ICAM, ICOM, RAB/BKO, etc.) and, after approval by the Board of Directors, ensure its implementation;
    • Ensure (or delegating to the AD and/or another team member) the representation of CIVA in the context of partnerships.

     

    2. Missions linked to the scientific and cultural programme

    • Develop with the AD and the Board of Directors the cultural and scientific strategy regarding exhibitions, various cultural activities (guided tours, activities, etc.), publications, conferences, debates, book presentations, etc.;
    • Prepare the budget for scientific and cultural programme, in close collaboration with the AD, implement the programme in terms of communication, evaluation, exploitation and administrative and financial management of projects;
    • Overall coordination of the scientific and cultural programme with the other activities (library, archives, etc.) and with the various partners.

     

    3. Missions linked to the preparation of CIVA’s integration in KANAL

    • Coordination of CIVA’s participation in the prefiguration of KANAL in consultation with the Board of Directors of KANAL;
    • Preparation and implementation of a Management Plan regarding the programme and functioning of CIVA in KANAL in close collaboration with the AD, the Board of Directors and the Management of KANAL;
    • Monitoring of KANAL’s architectural project and its implementation;
    • Identification and implementation of synergies with KANAL;
    • Preparation of the 2024-2028 Management Contract on the basis of the evaluation of the first five-year period, of the scientific and cultural project of CIVA and its management plan.

     

    4. Missions linked to the communications and general management of CIVA

    • Ensure the implementation of the Management Contract 2019-2023, coordination of the reporting, representation of CIVA before the subsidizing authorities, preparation of the Management Contract 2024-2028;
    • Coordination of internal communication;
    • Coordination of external communication, in consultation with the AD and the CIVA communication team, development of the marketing and communication plan, ongoing evaluation of the communication strategy, development and implementation of tools to better understand the CIVA audiences and translate the results into concrete and targeted communication and marketing actions;
    • Development and implementation of a human resources policy, development and implementation of the personnel plan, recruitment, training policy, payroll coordination, development of job profiles, development and implementation of a policy on the functioning and evaluation of employees), etc.;
    • Management of infrastructure, IT and overall logistics;
    • Ensure legal and administrative responsibilities (agreements, contracts, public procurement, statutes, etc.);
    • Preparation of the budgetary and financial strategy, preparation of the annual budgets, monitoring of budget execution, monitoring of accounting (in collaboration with the external accountant and the internal accountant) and financial reporting, preparation and implementation of the external financing strategy;
    • Coordination of the reception, security and maintenance teams;
    • Coordination of the management and running of the Bookshop;
    • Preparation of the Board of Directors meetings and monitoring the implementation of decisions.

     

    Work conditions

    • Permanent contract subject to a five-year evaluation;

    The Foundation is looking for an Artistic Director (AD) with the following profile:

    The AD can put forward a convincing vision for the scientific, cultural and artistic development of CIVA and its future growth within the framework of CIVA’s integration in KANAL.

    He/she will position CIVA as an initiator of debates and reflections on the city, planned and built according to its impact on the environment. In this context, he/she will propose - in consultation with the CIVA teams and in partnership with other actors in the field - a varied cultural and scientific offer in terms of cultural means (exhibitions, publications, guided tours, activities, workshops, conferences, symposia, debates, etc.) covering all CIVA themes (landscape architecture, urban planning, [modern and contemporary] architecture, the urban ecosystem, etc.). He/she will encourage cultural interdisciplinarity.

    The enhancement of CIVA’s own collections is an essential element of his/her mission, in dialogue with other public and private collections, in relation to the issues tied to the city, architecture and landscape architecture, and this, in an original and contemporary way.

    The AD will develop a vision on cultural and museum mediation and will seek a balance between an offer accessible to the general public and the school/family public, on the one hand, and an original and innovative offer for the specialized public(s), on the other.

    In close collaboration with KANAL’s Artistic Director, he/she will develop bridges, synergies and a permanent interaction between art and architecture, landscape architecture and the urban ecosystem.

    Together with the Board of Directors and the MD, he/she will ensure the exemplary management of the administration and functioning of CIVA and will aim for excellence in terms of cultural production. He/she will be responsible with the MD for the implementation of the new CIVA organization chart.

    He/she will ultimately be responsible for the scientific and cultural offer of CIVA and – together with the MD – will be responsible for the daily, operational and strategic management. He/she will ensure a financial balance for the programme budget entrusted to him/her. He/she will have autonomous use of the resources within the framework of the budget and of the programme approved – at his/her own proposal and that of the MD - by the Board of Directors.

    He/she will develop and prepare with the MD the strategic policy of the Board of Directors and will be in charge of implementing the decisions taken at this level.     • Ensure the representations delegated by the MD and the CIVA Board of Directors within the framework of partnerships.
